My mods are not working

When I click buld and play it will just download and extract but dota 2 wont open. I tried reinstalling steam, dota 2 and mod but non of it works. I checked the path settings and its also updated.

I've been trying to get the mega kill and announcer for Rick and Morty to work but it won't... It worked for one game then went back to default even though the default announcer icon is the Rick and Morty Icon. I have tried removing all the mods and adding them again 3 times now but still nothing works.
